Frank Bartel asked for information on how other Scouters have conducted Camporees. I thought it might be useful to share how our District handled the Webelos portion of a previous camporee. The following is extracted from the Webelos Day staff planning guide for the camporee.

GENERAL EVENT INSTRUCTIONS PARTICIPANTS: Second year Webelos dens attending the Camporee and first and second year Webelos dens attending as a day activity will be allowed to participate.
REGISTRATION: Final registration of all units (Packs and Webelos Dens) at the Camporee is required for Webelos Scouts to participate. When second year Webelos units present their final registration on Friday night and first year Webelos units present their final registration upon arrival on Saturday morning, each den will be provided a rotation schedule for the Webelos Adventure Trail. Webelos Dens will not be allowed into the program activity event areas without their rotation schedule. Units arriving on Saturday should allow enough time to park, walk to the administration area and register prior to the opening ceremony at 8:30 AM. The registration area will be manned starting at 7:30 AM.
ADULT SUPERVISION: No Webelos Den (or unit) will be allowed to participate without proper adult supervision. Dens must be accompanied by adult leaders.
ADULT PARTICIPATION: Second year Webelos units participating in the Camporee are expected to provide two adults to run one of the program activity events.
TIME PERIODS:
FRIDAY
2100 Organizational Meeting for Event coordinators
SATURDAY
0730 Registration Area Manned and Open
0730 - 0830 Program Activity Event setup
0830 - 0900 Opening ceremony
0900 - 1200 Program Activity Event periods
(12 periods of 15 minutes each)
1200 - 1330 Lunch
1330 - 1630 Event periods
(12 periods of 15 minutes each)
1630 - Dismantle Program Activity Event Areas, Remove Signs and return material to the Webelos Adventure Trail staging area.
SIGNALS: An air horn will be used to signal the start and end of each program activity event period - one long blast at the beginning of the period and three short blasts at the end of the period. Each program activity event will be 13 minutes in length with a two minute break between program activity events for the Webelos to move to their next event.
ROTATION: Between 500 and 700 Webelos Scouts are expected to participate in the Webelos Adventure Trail. To equalize the number of cubs as each station throughout the day, dens will be organized into groups of about 25 Scouts. Each group will be given a rotation schedule. There may be several small dens making up a group of 20 - 25 Webelos Scouts that will stay together throughout the day. All dens in a single group will have the same code letter (a, b, c....v, w, x) printed on the top left corner of their schedule. All 20 program activity events will be listed along with the times for that group to participate in each event.
Event rotation: There will be 20 program activity events and 24 periods on your schedule. Every sixth period is a free period. There will be static displays set up for dens to look at during the free period. The program activity events run from 9:00 A.M. until Noon and from 1:30 P.M. until 4:30 P.M. with 12 periods (10 program activity events) in the morning and 12 periods (10 program activity events) in the afternoon. Each period will be 13 minutes in length with a two minute break between program activity events for the dens to move to the next program activity event. Dens must go to the program activity events at the period indicated on the rotation schedule. Dens will not be permitted to enter an event other than the they are scheduled to attend. If a den misses an event, or arrives late Saturday morning, it will not have an opportunity to make up the program activity events missed.
We will attempt to put all Webelos (second and first year) from a pack in one group. However, this may not be possible due to the number of Webelos in a pack that are participating. Additionally, if your preliminary registration was extremely late, nothing is guaranteed. Due to the large number of Webelos expected, changes to the assignments will not be possible after the master schedule is made out.
MARKING SCHEDULES: Each program activity event coordinator will be provided a rotation schedule for that event and a stamp to mark the rotation schedule of each group as they enter that event. When the group arrives the coordinator will stamp each den's rotation schedule, give the den a bead for their totem and then let group in. If the den or group is not scheduled for that program activity event, the coordinator will send them to the correct event.
PROGRAM ACTIVITY EVENT COORDINATORS: Each event can be run by one person. However, we will be using two deep leadership. Two adults will be at each program activity event area. Each group will go for three hours without a break. This means that that the people staffing the area will not have a break. Using two people gives both a chance to trade off duites and to rest. A few events such as the Arcade may require extra people to run the activity. Unit leaders with the group will be asked to assist.
PROGRAM ACTIVITY EVENT SETUP: There will be an organizational meeting for adults that are running the Webelos Adventure Trail program activity events at 9:00 P.M. on Friday at the administration area. Program activity event coordinators are expected to pick up material required for their program activity events from the Webelos Adventure Trail staging area between 7:30 and 8:15 A.M. on Saturday morning and to set up their program activity event areas by 8:30 A.M.
EVENT INSTRUCTIONS: Each program activity event coordinator will receive a detailed instruction sheet which provides the following information:
1. Description of the event,
2. List of material provided by Camporee support staff,
3. List of material provided by the unit,
4. Instructions for setting up the event, and
5. Instructions for running the event
EQUIPMENT: Webelos dens will not need any equipment to participate in the Webelos Midway. However, each dens is expected to have a den flag on a pole and to carry its flag at all times.
RECOGNITION: When registering, dens will be provided a camporee totem to hang on their flag. Dens will earn a bead at each program activity event to hang on their totem. Dens will also be awarded a den ribbon at checkout when the stamped rotation schedule is returned after they have completed the Webelos Adventure Trail. First year Webelos units will also receive their Camporee Adventure Trail patches at that time. Second year Webelos units will receive their Camporee Rendezvous and Adventure Trail patches after final checkout and campsite inspection on Sunday morning. Additionally. a camporee streamer for pack flags will be given to each pack that had a Webelos Den participate in both the overnight and Adventure Trail at final checkout.
LATE ARRIVALS & LOST ADULTS: Camporee administration personnel will have a master schedule showing where each Webelos unit is during each program avtivity event period. If a unit has some Webelos Scouts arriving late or one of the adults gets lost and can't find his/her unit, the late arrivals or lost leader should go to administration area for assistance.
