If you have a need to measure something by "stepping it out", I think you'll find the distance computer helpful.
HOW TO USE THE DISTANCE COMPUTER
Measure out 100 feet on an even surface -- parking lot, road, sidewalk, etc. Put a marker at 0 and 100 feet. Using your usual, normal "stride", walk the 100 feet counting each step as you go. Write down that number. Repeat three times. Add the four numbers together and divide by four. You now know how many steps, YOU AS AN INDIVIDUAL, take in 100 feet.
After cutting out both circles, place the smaller "steps" circle on top of the larger numbered one. Insert a thumb tack from the bottom or a Scout service star pin through the center of both circles which is marked with a +.
Turn the smaller, upper circle until the point of the steps arrow lines up with the number of steps you take in 100 feet. Find the number 100 on the larger, lower circle. Using a pen or pencil, continue that straight line into the box marked feet. Without moving anything, draw a line into the box marked meter starting at the point of the arrow located between the numbers 30 and 31. PLEASE SEE THE EXAMPLE BELOW.

Now, whenever you need to step off a distance, place the mark you made (for feet or meters) on the desired distance, and read off the number of steps you need to take to cover that distance.
